This document presents the text of the Final Declaration of the Conference, adopted by consensus by the participants, and the report addressed to the governments invited to the Conference. It is divided into four parts: a description of the current situation and the urgent need for a response from the international community as a whole; a list of preventive measures to restore humanitarian values; a presentation of the problems encountered in carrying out humanitarian actions related to difficulties of access, security, the role of armed escorts or the coordination of relief actions; and finally, a reflection on the problem of the repression of violations of international humanitarian law.
