Abstract:
This report was prepared in prevision of the first periodical meeting on international humanitarian law organised by the Swiss government in 1998. It illustrates some general problems relating to the application of international humanitarian law and to the deployment of humanitarian action in these situations. The aim is to define the characteristics of 'anarchic conflicts' and to identify the humanitarian needs to which they give rise, the constraints they impose on international humanitarian law and humanitarian action, the responses that may be expected from such action and the new approaches being contemplated to deal with such situations, based on ICRC experience.
