The ICRC has worked in Central Asian countries since 1992. Out of purely humanitarian considerations, the institution offers its services to the States of the region to assess the material conditions of detention and the treatment afforded in places of detention. The ICRC also disseminates knowledge on IHL and assists in its integration into national legislation, education programmes of school and universities, as well as doctrines, guiding principles and training programmes for military personnel. Moreover, a pool of Central Asian academic experts are receiving institutional training on international humanitarian law at ICRC's partner educational institutions -potential centres of IHL expertise- to become regular advisors to the national authorities. The ICRC also contributes to the enhancement of material and technical base and functional potential of the National Red Crescent Societies of the region, paying special attention to the dissemination of knowledge on IHL, restoring family links, informing the population of mine danger and assisting victims of armed violence.
