This chapter looks at the motives behind the ICRC's lack of intervention in favour of the victims of the third 'Rif War' (1921-1926), when alleged gas attacks were carried out by Spanish field artillery crews or pilots who were trying to help the Spanish military keep possession of colonies in 'Spanish Morocco'.
