Abstract:
The chapter provides an overview of the law governing armed conflict and terrorism respectively, and discusses the differences between them. The chapter also discusses the draft United Nations Comprehensive Convention on International Terrorism and touches on political definitions of terrorism. It then outlines some non-legal reasons why armed conflict and terrorism should not be blurred and briefly discusses whether there is a "global war on terrorism" and the legal consequences of such a view.
