In many parts of the world, sustainable urban development is seriously hindered by armed conflict and chronic urban violence. This is a crucial consideration for the New Urban Agenda set out by Habitat III, the United Nations Conference on Housing and Sustainable Urban Development. This paper outlines the ICRC’s major policy recommendations for the New Urban Agenda. These focus on supporting resilient urban services during armed conflict, increasing respect for international humanitarian law during urban warfare, and assisting governments working with people affected by urban armed violence.
