When regulating private maritime security companies (PMSCs) arose as a pressing issue in 2012, a number of key actors accepted that PMSCs should be treated as part of the broader maritime industry, rather than as a subset of the security industry. The author argues that that choice was a mistake, given the current evolution of PMSCs' activities, and that, as a consequence, the private maritime security industry is largely unregulated.
