Abstract:
In the history of articulation of international humanitarian law, Convention III, along with the other three Conventions of 1949 and the 1977 Protocols, is a landmark document. Yet the gap between the standards set in these documents and the ground realities is seemingly yawning. We are witnessing a "context-over-content" syndrome. However, this does not minimize the value of these documents as embodiements of normative standards applicable to situations of conflict.
