Abstract:
While international law came under much strain in the decade after 9/11, in most areas the basic principles of law remained intact, with some modifications and reinterpretations, and some new law. Some basic normative gaps remain to be filled, particularly a common definition of terrorism to maximise transnational cooperation. The refinement of general legal principles will also continue, particularly in the law on the use of force, international humanitarian law, and human rights.
