Abstract:
This article examines the reforms carried out in Iraq under the Coalition Provisional Authority (CPA) and concludes that while some reforms may have been legitimate, others were in violation of the laws of occupation and led to a backlash of violence which jeopardized the efficacy of permissible reforms. The article first offers a historical perspective on occupation law. It then examines decisions made by the CPA in light of the mandate given by the United Nations Security Council.
