Abstract:
In this contribution David Turns offers comments on the contributions by Sophie Rondeau and Raphaël van Steenberghe regarding the intersection of the responsibility to protect, the protection of civilians and international humanitarian law. He acknowledges the potential symbiosis between the responsibility to protect (R2P) and international humanitarian law, but is keen to stress the virtue of latter, and that in most cases humanitarian law rather than R2P can be used to explain the actions of states. He addresses the subject through the prism of two ongoing conflicts: the conflict in Eastern Ukraine and the interventions against the so-called "Islamic State" in Syria and Iraq.
