Abstract:
In this chapter, three principal questions will be addressed. First, what challenges were raised by the application of huan rights law to the situation in Central African Republic between March 2013 and March 2014, in particular with regard to armed non-state actors ? Second, which entity is entitled to qualify a situation as one falling under international humanitarian law (IHL) and what legitimacy does this qualification have in the international community ? And third, how should certain violations occurring in the country be assessed for the purpose of international criminal law ?
