From June 21 to 23, 2011, the U.S.Naval War College hosted a conference examining the evolving law in non-international armed conflict (NIAC) in the twenty-first century. Panelists discussed their views on how the law will develop as the world continues to struggle with the changing nature of the threats to national and international security posed by failed and failing States, insurgencies, and transnational criminal and terrorist organizations.
