Adresses the question of whether the international community has entered into new arrangemetns that represent "a return to trusteeship", traditionaly defined as the external administration of a territory. The article refers to four cases of international territorial administration in the 1990s to answer the question: Bosnia (1995), Eastern Slavonia (1996), Kosovo (1999) and East Timor (1999).
