The seminar built on the success of the first one which took place in June 2001 and focused on increasing the level of ratification and implementation of various IHL instruments by participating countries. It was also an opportunity to augment links with existing inter ministerial committees of IHL and to promote the creation of such committees in other countries. The resolutions adopted call for the urgent consideration by States of the ratification of all IHL instruments, the recognition of the competence of the International Fact-Finding Commission on IHL and the adoption of all measures - legislative, administrative and regulatory - necessary for full implementation of IHL.
