Abstract:
En 1995, la XXVIe Conférence internationale de la Croix-Rouge et du Croissant-Rouge a demandé au CICR d'examiner à quel point la disponibilité des armes contribue à la prolifération et à l'aggravation des violations du droit international humanitaire dans les conflits armés ainsi qu'à la dégradation de la situation des civils. Ce document décrit, entre autres, la physionomie actuelle des conflits et la disponibilité des armes, présente des données empiriques qui établissent un lien entre la disponibilité des armes et des problèmes humanitaires et propose des restrictions fondées sur le respect du droit international humanitaire.
