Abstract:
This chapter briefly discusses the United States Department of Defense Manual's utility not just as a compendium of legal requirements to which a law-abiding military must adhere, but also comments on its potential as a practical tool to help shape military operations in an era of lawfare. It also examines the Manual's promise as a "norm-setter" in the coming years as new weapons and warfighting methodologies emerge.
